Rep. Jackie Speier (D-CA) offered an amendment to the FY 2020 National Defense Authorization Act (H.R. 2500) to codify the military’s existing equal employment opportunity policy to prohibit discrimination based on race, color, national origin, religion, and sex (including sexual orientation and gender identity).
This would end the ban on transgender military service. The House passed the amendment on July 11, 2019, by a vote of 242-187 (Roll Call Vote No. 439, 1st Session, 116th Congress).
Democrats – 232 yes, 0 no, 6 not voting; Republicans – 10 yes, 186 no, 3 not voting; Independents – 0 yes, 1 no, 0 not voting. HRC supported the amendment.
