Rep. Jeff Duncan (R-SC) offered an amendment to the FY 2020 Further Continuing Appropriations Act (H.R. 3055) to remove a provision in the underlying bill that would have codified the Department of Housing and Urban Development’s guidance “Appropriate Placement for Transgender Persons in Single-Sex Emergency Shelters and Other Facilities,” which provides explicit guidance and instructions for operators of emergency shelters regarding the rights of transgender beneficiaries.
The House defeated the amendment on June 24, 2019, by a vote of 181-236 (Roll Call Vote No. 401, 1st Session, 116th Congress). Democrats – 0 yes, 228 no, 10 not voting; Republicans – 181 yes, 8 no, 11 not voting.
