Trump’s Proposed Federal Budget: What it Means for LGBTQ+ Communities

OVERVIEW

This memo analyzes the May 2, 2025 "skinny budget" proposal from President Trump and identifies significant threats to LGBTQ+ communities through funding cuts, program eliminations, and policy changes. The budget proposal explicitly targets LGBTQ+ people, diversity, equity, and inclusion (DEI) initiatives, transgender healthcare access, and HIV/AIDS programs that have historically served LGBTQ+ populations. The total financial impact on LGBTQ+ community support programs is estimated at approximately $2.67 billion.

Health and Human Services

  • Ryan White HIV/AIDS Program Restructuring
    • Eliminates $74 million for education and training components of the Ryan White program
    • Maintains core healthcare services but removes education and outreach elements critical for prevention
  • CDC Program Consolidation
    • Eliminates standalone funding for STI prevention, viral hepatitis, and HIV programs
    • Consolidates multiple programs into a single $300 million grant program
    • Removes explicit mandates for LGBTQ+ health priorities
  • SAMHSA Eliminations
    • Eliminates "harm reduction" programs that serve vulnerable LGBTQ+ populations
    • Removes targeted mental health programs historically accessible to LGBTQ+ youth
  • NIH Research Restrictions
    • Specifically eliminates research on "radical gender ideology"
    • Removes $534 million from the National Institute on Minority Health Disparities

Housing and Urban Development

  • Housing Program Restructuring
    • Consolidates Housing Opportunities for Persons with AIDS (HOPWA) into the Emergency Solutions Grant, which would seemingly eliminate the program that addresses one of the most requested needs of people living with HIV
    • Imposes a two-year maximum on rental assistance that would disproportionately impact LGBTQ+ individuals who face housing discrimination

Department of Justice

  • Grant Program Eliminations
    • Eliminates nearly 40 DOJ grant programs including those addressing hate crimes
    • Specifically removes funding for "investigation of anti-LGBTQ+ hate crime reporting"
    • Prohibits Violence Against Women Act funds from serving transgender women

Small Business Administration

  • Program Consolidation
    • Eliminates 15 specialized programs including those that provided LGBTQ+ business support
    • Specifically targets programs that offered "Six Ways to Support LGBTQIA-Owned Businesses"
    • Ends resources based on identity factors

Education

  • Office for Civil Rights Reductions
    • Cuts OCR funding by 35% ($49 million reduction)
    • Explicitly redirects mission away from "Title IX transgender cases"
    • Removes ability to "promote radical transgender ideology"
