All Children – All Families, a program of the Human Rights Campaign Foundation, promotes LGBTQ+ inclusive policies and affirming practices among child welfare agencies. Agencies that lead the field with innovative approaches to inclusion are formally recognized annually. Participants gain access to comprehensive resources, including an online self-assessment tool, expert webinars on LGBTQ+ topics, group-based technical assistance and more.

This report highlights 119 child welfare agencies across the country that partnered with the Human Rights Campaign (HRC) Foundation’s All Children - All Families program to improve the services they provide to the LGBTQ+ community, including children in foster care and prospective foster and adoptive parents. These organizations serve more than one million clients annually in 35 states, and employ more than 24,000 individuals.
