All Children - All Families: The State of LGBTQ+ Inclusion in Child Welfare - 2023 Report

All Children - All Families and the child welfare leaders participating in the program are driving the field forward to reshape the delivery of services to LGBTQ+ youth and families.

Since 2007, the Human Rights Campaign Foundation’s All Children - All Families (ACAF) Program has been the leading resource for child welfare agencies seeking training, technical assistance, and model policies for improving practice with LGBTQ+ youth and families in adoption and foster care.

In 2019, 71 agencies across 23 states were featured in ACAF’s first edition of this report.

Just five years later, a record-breaking 172 child welfare agencies employing over 30,500 professionals and serving more than 1.4 million children, youth, and families annually in 43 states implemented LGBTQ+ inclusive policies and affirming practices.

Utilizing ACAF’s organizational framework, agencies assess and ultimately implement a set of best practices – ACAF’s “Benchmarks of LGBTQ+ Inclusion”. Agencies that lead the field with implementing these Benchmarks are formally recognized in ACAF’s Change-Makers Report.
