Xavier Persad

He/Him | Senior Legislative Counsel

Xavier Persad serves as Senior Legislative Counsel at the Human Rights Campaign. His work focuses on law and policy related to so-called “conversion therapy,” data collection, hate crimes, people living with HIV, identity documents and non-discrimination. Xavier also authors HRC’s annual Municipal Equality Index publication and manages the HRC McCleary Law Fellows Program.

Xavier earned a Bachelor of Social Work from the University of Central Florida and obtained his law degree from Florida A&M University College of Law. Xavier also holds a Master of Laws degree in Human Rights Law from the London School of Economics and Political Science. He is admitted to the Florida Bar.
