Born in 1954 in the Bronx, N.Y. Nominated as a federal judge by President George H.W. Bush on November 27, 1991, and confirmed by the Senate on August 11, 1992. Nominated by President Bill Clinton to the U.S. Court of Appeals for the Second Circuit on June 25, 1997, and confirmed by the Senate on October 2, 1998. Graduated from Yale Law School in 1979.
