Protects transgender students? Yes
District of Columbia law expressly prohibits discrimination based on "personal appearance" and "disability" in relation to the use of or access to facilities and services. D.C. Code § 2-1402.41. (2001). Gender identity is read into the provision under personal appearance, which covers discrimination based on "outward appearance, irrespective of sex, with regard to bodily condition or characteristics, manner or style of dress." D.C. Code § 2-1401.02 (2001).
Protects gay and lesbian students? Yes
District of Columbia law expressly prohibits sexual orientation discrimination in public schools in relation to the use of or access to facilities and services. D.C. Code § 2-1402.41. (2001).
