Creating a Fair-Minded Congress
The Human Rights Campaign stepped up its fight to protect and expand the number of fair-minded lawmakers in both chambers of Congress. Dozens of staff members were deployed and hundreds of HRC members and volunteers were mobilized to work on key congressional campaigns from coast to coast. With gains of LGBT-supportive lawmakers in both the House of Representatives and the Senate, Congress is now in a better position to pass pro-equality legislation.
United States Senate
- During this cycle, HRC raised $767,634 for fair-minded Senate candidates. In addition, HRC raised $275,250 for the Democratic Senatorial Campaign Committee in the 2008 election cycle. HRC PAC also contributed $112,312 to Senate candidates.
- HRC conducted Camp Equality™ training sessions in 17 locations across the country.
HRC endorsed the following successful candidates who increased the number of fair-minded lawmakers in the Senate:
- Kay Hagan (D-N.C.)
- Jeanne Shaheen (D-N.H.)
- Mark Udall (D-Colo.)
- Tom Udall (D-N.M.)

United States House:
- The Human Rights Campaign endorsed 231 candidates for the U.S. House of Representatives. Key House districts where HRC participated this cycle include AK-AL, AZ-1, AZ-3, AZ-5, AZ-8, CT-4, C0-4, FL-8, FL-24, IL-10, IL-11, IN-9, KY-3, MI-7, MI-9, MN-1, MN-3, MN-6, MO-6, NV-2, NV-3, NH-1, NH-2, NJ-3, NJ-7, NM-1, NM-2, NM-3, NY-13, NY-20, NY-25, NY-29, OH-1, OH-2, OH-15, OH-16, OR-5, PA-3, PA-4, PA-7, PA-11, SC-1, TX-7, TX-10, TX-23, VA-10, VA-11 and WA-8.
During this cycle, HRC PAC contributed $915,500 and raised $100,304 for fair-minded House candidates. In addition, HRC raised $116,000 for the Democratic Congressional Campaign Committee in the 2008 election cycle.

Wulsin, Ciro Rodriguez, Debbie Halvorson, Mary Jo Kilroy, Mark Schauer, Darcy Burner, Gary Peters, Steve Cohen, Kurt Schrader, Steve Driehaus and Chris Shays. - The Human Rights Campaign sent 23 staff members and 15 Campaign College organizers to House races around the country.
Camp Equality 08

HRC ran intensive two-day election skills trainings around the country in 17 locations. We trained more than 500 member-activists and plugged them into volunteer opportunities in key campaigns in their states. Trainings were held in Nevada, Utah, Arizona, Colorado, New Mexico, Texas, Minnesota, Indiana, Ohio, Connecticut, New York, Virginia, North Carolina and Florida.
