Pro-LGBT Congressman Donald Payne Dies at 77

Representative Donald Payne, New Jersey’s first and only African American congressman, has died of cancer at the age of 77. Payne served as the ranking member of the Foreign Affairs Subcommittee on Africa, Global Health and Human Rights and as Chairman of the Congressional Black Caucus Foundation.
