Cathryn Oakley
Legislative Counsel, State & Municipal Advocacy
Cathryn Oakley is Legislative Counsel, State and Municipal Advocacy at the Human Rights Campaign. She is responsible for assisting local legislators and advocates to enact laws that further LGBT equality. She is also responsible for developing, conducting, and publishing the Municipal Equality Index, a nationwide evaluation of municipal laws affecting the LGBT community.
Cathryn earned her law degree from the George Mason University School of Law and is a member of the Virginia Bar. She holds a bachelor’s degree in Economics from Smith College, where she was a Research Fellow at the Louise W. and Edmund J. Kahn Liberal Arts Institute. Prior to working at the Human Rights Campaign, Cathryn practiced family law at a small firm in Northern Virginia.
